    "content": "Finally, from my own experience as an ex-officio member of the Constituencies Development Fund (CDF), I have noted that there is also the aspect of high figures in the bill of quantities prepared by the Government. Well, I am not an expert in that area. However, probably, that is something that needs to be looked at again as you continue interrogating Government finances. You will find, for example, that a house can be built using Kshs2 million. But, usually, from the Government’s point of view, it is denoted as one that would cost, say, Kshs5million. In terms of Government records, you cannot interrogate a Bill of Quantity. That is something that we should be guided upon so that we know how to address it. We need to ensure that Government resources are not wasted."
