It is one thing to present a volunteer or a young person with a gun and quite another to actually train them so that they can use these guns. Is there some determination of how many reservists are on either side or is there a possibility that one side has got more reservists than the other side? We can only get to a position where one side does not attack the other when either side knows that the other side is equally strong."
