    "content": "Thank you, hon. Speaker. You were trying to address something very important this afternoon and it passed. I had raised the flag because I wanted to say something about it. One of the major roles of this National Assembly is Budget making. For the last two years, we have rushed this process. We have gone through it as if we did not know it was going to happen. I see you have put your foot down on this report on Mumias Sugar Company, and wish that in future, you will put your foot down on the procedures for making the Budget. From where I sit in the Departmental Committee on Justice and Legal Affairs, we have been rushed.
