    "content": "Thank you, hon. Speaker, for giving me this opportunity to contribute to this important Bill. It is one of the Bills for which the Constitution has placed a heavy responsibility on this House. It is one of those Bills which must be done within a certain framework. In fact, the seriousness of it is underscored by the fact that if we do not look at it and pass it within that period, any Kenyan could go to court and cause this House to be dissolved. I have looked at the Bill and it is a good law. It is fairly elaborate and detailed. I have looked at the descriptions, the areas it has covered and it is fairly detailed. In my view, it is a very good law. Unfortunately, that has not always been the problem. The problem is not lack of a good law. The problems we have been having in some areas, including the procurement area, is the enforcement of the law. What is going to be important at the end of the day, even with a good law, is whether we are able to enforce the law. We should look into the issue of whether the structures that are meant to oversee and ensure that this law is enforced are doing their work as they are supposed to do. That is where we fail many times even when we have a very good law. I am just hoping that in this particular case, the structures will be effective and make sure that the law, the principles, the spirit and the values are properly observed."
