"content": "Clause 10 gives it a board. I am happy that board has some element of independence in the appointment of the director and the professional standards that are required, except that I do not see why the director should be appointed by the secretary with the advice of the board. The board should be independent and appoint its director. The Review Board that has been put in place under Clause 27 is really needed. There has been a review process in the current Act that will be repealed by this, but again, this is an area that has been misused. I have had the experience of frivolous appeals. Suppliers and bidders know very well that they lost fairly, but they will wait until the last day of an award and then they put an appeal.
