    "content": "procurement to go on. Sometimes it is so painful. Those people know that what is being procured is needed. In my experience, it was the procurement of drugs. They knew that there were no drugs and they put those frivolous appeals. They knew that it was going to hold you back for months without getting the supplies that you need. Therefore, Clause 27 that takes care of those frivolous appeals is quite acceptable. I am happy the Review Board will have regional appeals, so that you do not have to depend on a central system that will result in delays."
