    "content": "Clause 33 empowers the county treasuries to provide guidelines. Once again, this is long overdue. The Bill also provides for training and capacity building. This country needs that more than anything else if the counties are to be of any use. I like the power that Clause 34 gives for investigation and provides that the Authority can investigate. It gives, particularly, the power to seek documents. It is sometimes painful when you have procurement processes that have gone wrong with colossal sums of money at stake and there is no authority to seek those documents. Sometimes, the documents are lost purposely. Clause 67 of this Bill empowers the accounting officers to keep the documents for up to six years."
