    "content": "Hon. Temporary Deputy Speaker, I will try to do as directed. Let me first thank you for giving me the opportunity to contribute to this Bill. From the outset, I want to say that I support this very good Bill. The main aim of this Bill is to enhance the core principles of governance, which include transparency, accountability, prudent utilisation of public resources, public participation and inclusion of disadvantaged groups in the economy, with the ultimate aim being poverty alleviation. It comes at a good time, especially when we are dealing with the issue of devolved government; which is a new creature under our new Constitution, and the Constituencies Development Fund (CDF), which is also seen as a devolved fund.
