    "content": "Thank you, hon. Temporary Deputy Speaker for giving me an opportunity to contribute to this Bill. This Bill is very important for this country. I believe that is why it is a constitutional requirement Bill as is stated in Article 261(1) of the Constitution. Most of the audit queries facing organisations or companies revolve around procurement. One of the most beautiful clauses of this Bill is, perhaps, the maximisation of value for money, promotion of local industries, sustainable development and protection of the environment. When you look at it, a number of queries are being raised in relation to environmental impact and value for money. This Bill has actually addressed most of the areas that were not addressed earlier on. Because of time, I want to heed your call. I am more concerned with Clause 11 which gives the qualifications of a member of the Board. When you look at the number of years, I believe 10 years is a lot of time. It will lock out very many people.
