    "content": "The major challenge that the county government is facing in terms of development is arising from this issue of procurement. Perhaps, if you look at the World Bank report where they were showing the percentages in terms of what the county government is using or has used in terms of development vis a vis the Recurrent Expenditure, it was actually alarming. I believe one of the biggest challenges in that area was procurement. This Bill will go a long way in assisting both the national government and the county Government in ensuring that resources are well managed and utilized to improve the development of this country. It will also go a long way in bringing a lot of innovativeness and creativity in procuring of goods and services. Because of your advice, I support the Bill."
