    "content": "Mr. Speaker, Sir, therefore, the final Bill while maintaining the spirit of the Committee report revises the language to cure the potential vulnerability with the Constitution. The Bill maintains the requirement that the IIBRC Report shall form the basis of the review and would be the primary document. It also provides that the commission shall publish its report and will consult all the stakeholders prior to the publication of its report."
