    "content": "My plea to the Committee and the Budget and Appropriations Committee is that it is high time we began giving special attention to people with special needs, particularly the institutions of learning where people with special needs learn. Some of them go through very difficult conditions and scenarios and so I am expecting to hear what has become of this particular Petition. Thank you, hon. Speaker."
