    "content": "Thank you, hon. Speaker. You are absolutely right. I have a balance of 20 minutes. Actually, it should be more because much of debate was interrupted by the point of order from the hon. Member. However, I am okay with the 20 minutes. Once again, I want to say that the Bill before this House is a very important one because it affects assets of our society. I had gone through Clause 2 of the Bill and made a comment that in my view, the definition of “tender security” where we are now allowing surety bonds, standby letters of credit and insurance bonds is very good, because it is going to allow young Kenyan business people to participate in public procurement. For a long time, the major impediment to our young people has always been the requirement to provide a tender security in the form of a bank guarantee.
