Hon. Speaker, let me conclude by saying that the importance of this Act will be to make procurement processes not the labyrinth that they are today. Today, a procurement process can last as long as five years. Within that time, the convergence of cost, quality and time will have been lost. They have to have processes whereby the time the tendering is concluded unit prices of things have gone up two, three or five times. At the end of the day, if we can lock that and confirm maximum benefits to the people of Kenya, who really are the ones to grow this country, we shall have succeeded in making a law that moves this country forward. Hon. Speaker, with those remarks, I beg to support. However, I am supporting with the caveat that I am proposing an avalanche of amendments to some of the clauses that I have cited and many others.
