    "content": "Thank you, hon. Temporary Deputy Speaker, for allowing me to contribute to this very important Bill. Streamlining the procurement processes at both the national Government and county government levels is crucial to the development of this country. Since the creation of the county governments, we have had a lot of teething problems, especially in the procurement process. We have not had very clear laid down procedures on how the counties should carry out the procurement process. We have had a lot of challenges. In the last financial years, many counties overspent in terms of giving out tenders. Some of them are operating on overdrafts, and this is a very big challenge."
