In my experience, what has been happening most of the time is that when a tender has been extended, or an amendment has been inserted, it gives room for a lot of corruption. That must be stopped. The bringing of the digital procurement and advertising is going to assist this in the long run. With regard to the opening of tenders, it is very important for people to understand who submitted the tender and at what price. If we make it mandatory, then we must know what will happen next time when you apply for a similar tender somewhere else - that is how far you stand. It also opens room for open competition. That is because if you apply for a job somewhere and you do not know who else is competing against you, then it is simply impossible for you to find out where you stand as a business."
