Mbadi to the Chief Whip, the House and the Kenyans that, indeed, through the Parliamentary Committee on Justice and Legal Affairs, this House on its own wisdom decided to adopt in totality the report of the Ligale Commission. That remains a fact on the record of this House. It does not change. Any other whims and expressions, do not change that. That fact must be a reality."
