"content": "Hon. Speaker, under Clause 20 I believe the framers of the Constitution were wondering whether it is prudent to give the Auditor-General power to access bank accounts. There is a comment on the Bill to the effect that if the Auditor-General has such powers, he may end up abusing them. However, as Parliament we ought to appreciate that the person who will be audited is basically the Executive because it is the one which has resources and implements projects and, therefore, requires to be audited."
