    "content": "Thank you, hon. Speaker for giving me an opportunity to support the Public Audit Bill. This is one of the independent offices which are provided for in the Constitution, the other one being the Controller of Budget. Initially, they were together, but for very good reasons, they were split, so that the Controller of Budget deals with providing what is supposed to be spent and the Auditor-General checks how it has been utilized. The only problem is that there is too much of postmortem when this is being done. The same Constitution has also provided for those who commit certain offences. The nature of Kenyans now is that when there is commission of an offence or misappropriation of funds and the matter comes up, some people run up and down the streets saying that their people are being finished.
