"content": "I am also concerned, particularly, about Clause 40(b) of the Bill, which says that the Auditor-General shall not include particular information in a public report if the Attorney-General has issued a certificate to the Auditor-General stating that in the opinion of the Attorney-General, disclosure of the information would be contrary to the public interest or any of the reasons set out in Sub-section (2). I feel that this is removing the independence of the Auditor-General. The Attorney-General should only come in if the Auditor-General requires his opinion on a legal issue. This, of course, has been provided for elsewhere in this Bill. The provision that he can consult the Attorney- General is good, but it is not good enough. I feel that we should strength the legal capacity of the Auditor-General’s Office, so that they can deal with legal issues."
