"content": "developmental issues in the Office of the Auditor-General. As we speak, most of this work is left to individual managers. The Audit Advisory Board will also assist in the review of audit reports, especially those reports which are supposed to come to Parliament for use by particular parliamentary committees like the Public Accounts Committee (PAC) and Public Investments Committee (PIC). The Board will also give any other advice that may be sought by the Auditor-General from time to time. The membership of the Board will include individuals from the Law Society of Kenya (LSK), public universities, the Association of Internal Auditors, Non-Governmental Organization Council, and the Institute of Certified Public Accountants of Kenya. This proposed board will be well balanced, especially given the kind of individuals who will sit on it. The Board will also provide counsel on technical issues and any other related advice to the Auditor-General. This particular aspect is very important. As it is today, the Office of the Auditor-General is very busy. It needs professional advice from different offices. This particular Clause will assist in that aspect. Under Clause 45, the Bill provides for consideration of a report on the accounts of the Office of the Auditor-General. In particular, Clause 41 deals with the sources of funding for the Office of the Auditor-General. This is very important. I want to point out clearly that the sources of funding of this particular Office are vital because, apart from appropriations from Parliament, other particular sources have clearly been spelt out. With those remarks, I beg to support this very important Bill."
