    "content": "Thank you, hon. Temporary Deputy Speaker. I want to thank hon. Washiali for donating one minute to me. I want to say one thing; under Clause 9, which talks about general powers of the Auditor-General and specifically talks about accounts and recruitment of staff, I think there is need to emphasise that this office needs to be given power to recruit adequate staff so as to carry out their functions effectively and efficiently. We can see that they are dealing with public funds that go to so many sectors; we are considering the county governments, 47 of them; we are considering constituencies that are over 290, and schools which are also benefiting a lot from infrastructure development. These funds need to be audited, so that we know how they are utilized."
