We have some counties that have got issues with how the population is. But in the meantime, they want to be given services, so we need to look at it. The poverty index that has just been mentioned here, other than looking at the index itself as was proposed, we need to look at the poverty gap. The poverty gap that every household has, what do they eat daily? For instance, here in Nairobi, we have extremely poor people and extremely rich people.
