    "content": "recognise the need to develop infrastructure that cater for an intermediate mode of transport such as motorcycles, bicycles and pedestrians. The Ministry has also revived and revamped the National Road Safety Council, which is intervening, through the National Road Safety Action Plan. Other measures include migration to higher occupancy vehicles, use of group dynamics and self-regulation by having matatu vehicles operate through fleets as companies or Saccos, et cetera . The Ministry has also reviewed and updated the Traffic Act to scale up the fines, which would be deterrent enough to offenders. Due to recognised institutional framework, the Road Transport Oversight Mechanism is also at an advanced stage within Government Bills preparation process. We expect Parliament to support the Bills when they are introduced in the House. (b) The Government intends to use current technology, including placing CCTV cameras at strategic points on highways by the year 2013, to monitor traffic movement, and identify those who violate traffic rules for appropriate action. A committee has been formed, comprising of officers from the Ministry of Transport, Ministry of Information and Communications, the Kenya Revenue Authority, e-Government, ICT Board and the Association of Kenya Insurers, to work on modalities of implementing the Transport Information Management Systems to enhance information sharing by stakeholders in the transport industry. Under the project, use of modern technology, including installation of CCTV cameras, has been identified as key for monitoring traffic flow and behaviour."
