    "content": " That is slightly different from what is here. The bigger issue that we are dealing with is just time. Is this a new Session or not? Whether you did all the things that you have stated in the last Session, they do not apply now. If the Member still wants to put the question, it is a new Session and he can do so. If he is satisfied with the answer you gave him, we have no problem. It does not have to come to the Floor. However, if he insists that the answer should come to the Floor because that is where he sought the Statement, I think that he is entitled to receive it in the Plenary. I hope that I am clear."
