In Part âaâ of the Question, it is important for him to let us know at what stage we are. He has said that the Bill is at an advanced stage. What is an advanced stage? Part âbâ of the Question has asked: When? The answer that has been given is on what they are doing. He has not addressed the question: When? Part of the question was on the spot fines. If you look at the Question, it deals with imposing on the spot, fines on offenders. That has not been dealt with at all. When will this be done?"
