    "content": "Provided that when the period of recess proposed by any such Motion does not exceed nine calendar days, the debate shall be limited to a maximum of thirty (30) minutes, and shall be confined to the question of adjournment. Mr. Speaker, Sir, similarly, this is a Procedural Motion to increase the speaking time for Senators during Motions of Adjournment. The purpose of this Motion is to increase the speaking time for Senators from 10 minutes to 15 minutes. So, Mr. Speaker, Sir, without much ado, I beg to move and request the Deputy Senate Minority Leader, Sen. Abdirahman Hassan, to second. Thank you, Mr. Speaker, Sir."
