"content": "Hon. Speaker, I also want to clarify the issue concerning the hon. Member from United Democratic Forum (UDF). Standing Order No. 2 talks about representation in parliamentary parties; it does not talk about gender or special interest groups. That Standing Order No. 2 says: “Parliamentary Party” means a party or a coalition of parties consisting of not less than five per cent of the membership of the National Assembly.” I want to confirm that, that five per cent is 18 members. So, if you have less than 18 members in your party, then you are not a parliamentary party. However, because we also work in coalitions and under the Jubilee banner for example, we work with the Amani coalition in which UDF and the New FORD (K) are members--- Since we have hon.
