    "content": "Mr. Speaker, Sir, I am on a point of order and everybody has had his chance uninterrupted. Mr. Speaker, Sir, at that point in time, you were persuaded that we cannot proceed with the Makueni issue. We even went ahead and decided that we want to look for a better way of working with the Judiciary, which we did. We sat down together and agreed that for the Comity of the three institutions of governance, it is important that we respect each other. So, most of us were persuaded then by the decision of the Speaker of the “Upper House” and I am still persuaded by that decision of the Speaker of “the Upper House.” Mark you now, I sit in the Speaker’s Panel and if there is a person who must be persuaded by the Speaker first, it is myself. We changed our minds and agreed. So, there is a lot of good reading here about Speaker Marende’s decisions. Well and good. However, you cannot say that Speaker Marende’s decision, which was taken before the new Constitution was in place in 2009, will overrule the precedent set by the Speaker of the “Upper House.” You cannot tell me today that on account of a decision that was already in place."
