    "content": "That means the matter was in court and hon. Olago wanted the matter to be debated in the House. When you look at the ruling of the 1st November, 1996, the Chair ruled, and I quote:- “The principle is that parliaments and courts of justice must respect each other and parliaments must and should not be interfered with or prejudiced by their own discussions, the proceedings of a court of law anymore than they expect them to interfere with proceedings.” Mr. Speaker, Sir, today CORD decided to gag us by going to court. We would have debated this issue but they gagged us. They denied us the opportunity to debate the same issue by going to court first. It is CORD who gagged the House so we cannot debate it. Therefore, we must be very fair in what we do. When you go to court, it means you do not even respect Chapter Six of the Constitution which states very clearly that if you are a state officer, you are not supposed to be active in other matters. Now CORD, who have been respecting the rule of law and running to the courts to get their decisions, realized they will not win the case and came back again to the Senate. I want to thank the Senate Majority Leader for asking you to stop the debate on the Motion. I want to ask the Speaker to give us a ruling so that we can go back to our children."
