    "content": "My point of order is that the record may bear the Whip of the Majority witness as saying that state officers cannot represent litigants in court. It is the judiciary itself which has in a ruling, in one of the cases which affected me directly, ruled that I had every power and authority to appear in court and that Article 77 does not apply. So, I am not touting and next time you do not have a lawyer, just come to me."
