"content": "Mr. Speaker, Sir, thank you, I stand guided. We have discussed the issue of Article 110 of the Constitution and we want to agree that that is the responsibility of both Speakers and the leadership of this House have no role on that particular issue. If you look at the Motion that this House passed to establish, we have passed two Motions that are relevant to the issues before us this afternoon. One is a Motion setting up an ad ho c Committee on courts that is chaired by the Senator for Busia County, Sen. Wako. Some of us are Members and the Senate Majority and Minority Leaders are Members of that ad hoc Committee. If you look at some of the issues being canvassed within the Motion that is intended to be brought before this House, those are already issues that are being handled by that ad hoc Committee. I want to persuade the Senate Minority Leader to have faith in some of the Committees that we have created to handle some of those issues. On the issues of, for example, including the Security Laws (Amendment) Bill before the court processes, enjoining it as part of the issues before the Judiciary, we can do it as a Committee. I am persuading the Senate Minority Leader to allow some of the institutions which he is part of in this House to handle some of these issues instead of calling the entire House to debate and make a ruling on this. Finally, on the constitutionality of Bills, I want to make this clear; Sen. Ongoro read Article 6 (4) of the Constitution on the constitutionality of Bills and it is clear that The electronic version of the Senate Hansard Report is for information purposes only.
