    "content": "Hon. Speaker, please allow me to make an observation which I believe is important for the dignity of this House. It is true that this is a House of rules. It is a House of order and we cannot conduct business in this House in a state of disorderliness and without fidelity to the rules. However, I also know that Chapter Eight of the Constitution that creates this House, and especially Article 94(2), indicates clearly that this House reflects the popular will of the people and represents their sovereignty.
