    "content": "Thank you, Madam Temporary Speaker, for giving me the opportunity to add my voice to this timely Motion. The first mistake that maybe the Senate made was to unbundle this function. This function could have been left to the national Government. It is ironical that the national Government remains with 85 per cent of the national budget and the meager 15 per cent that is sent to the counties is even left to health care facilities.
