    "content": "values should be respected and owned by the same human beings. We get saddened by the way our institutions are moving on. We get saddened by the way the universities are and we, as a country, are thinking how we can come back together to ensure that we build one united Kenya. I believe that by the time we have those institutions which have started recruitment - I hope that they will do the best recruitment so that other disciplined forces can also borrow from them – that it will be on merit. Even as we ensure that the policies are there, we should ensure that the framework of doing things is also there. That is why these two amendments are very critical in opening up the framework of the NYS."
