    "content": "THAT, Clause 10 of the Bill be amended by inserting the following new Subclause immediately after Subclause (4)— “(5) Where there is a vacancy— (a) under subsection (2) or (3) or section 11(2); (b) as a result of declaration under subsection (4); or (c) by reason of the death of a member, the Minister shall appoint another person in accordance with the provisions of section 8(1) to fill the vacancy”."
