"content": "Clause 28 be deleted and replaced with the following new clause:- Establishment of the 28. There is established a Tourism Protection Service which shall be Tourism Protection a specialised police service under the supervision of the Service. National Police Service and the command of the Inspector-General of the National Police Service. This is where we had a little problem with the Ministry and we felt that we had to move this particular clause. The rationale for this is that creating a Tourism Protection Service as uniformed disciplined service and as an autonomous corporate body may not be in line with the provisions of Section 247 of the Constitution which provides that any such services should be under the supervision of the National Police Service. The Tourism Protection Services should be formed as a specialized unit within the Kenya Police Service structure, with a view to harmonize security matters and avoid differences within the service. Finally, currently, the Kenya Police Force is not a corporate body and creating a separate body would bring disharmony within the Force. As of now, the department falls under the Office of the President."
