    "content": "Where an Advisory Committee proposes to recommend a citizen of another country for conferment of a national honour, the respective Advisory Committee shall, where appropriate, liaise with the Cabinet Secretary responsible for matters relating to foreign affairs so as to obtain the views of the relevant country on the proposed recommendation.
