    "content": " Thank you, Mr. Speaker, Sir, for the opportunity to contribute to this very important Bill. I start with a lamentation. In the tradition of our Parliament and the Committee systems, when such critical and technical Bills come to the House, the House expects the Committee responsible for the sector to go through the Bill very carefully and bring a report that can inform and guide the House in the debate. That is why we set up Committees. We have lined up several Bills, but I am not aware of, neither have I seen any single Committee report on any of them that is supposed to assist the House. The gist of the Bill does not lie in the debate on the Floor. It lies in the draft that has to be scanned through very carefully and crosschecked with other laws and the Constitution. I urge you to wake up our Committees so that they do their work in a more organized and helpful manner. My distinguished learned friend, the Senate Majority Leader, should also speak to our Committee leadership and tell them that they are lapsing in their duties."
