    "content": "there will be a lot of heavy rainfall coming the following day. We should train our people so that they advise our farmers properly and not to operate on guesswork. The moment they operate on guesswork, farmers will not truest them. The moment we are told that there will be rainfall and it does not come, then reliability and distribution of the same may not be of much use to farmers. Our farmers may, therefore, not attend to their gardens and farms, which is a great loss. We are addressing a Bill which should come alive in our country. Let us take it seriously. This Bill is of great use to us as a country. The moment it is implemented, we will have a lot of wealth coming to us. We are capable of doing that. It is only 10 per cent of our country that is arable. We can increase this to 12 per cent or 15 per cent. It is not too late to increase it up to 20 per cent as long as we understand what we are doing and the impact on the environment. I support."
