    "content": "Mr. Temporary Speaker, Sir, there are loud consultations. People in those regions have never had an Authority that focuses on the effects of drought and mitigation against it. All over the world in many countries - in Australia and others - drought is not a problem; but such an entity exists there. The Governments prepare mitigation and intervention; they plan so that with or without drought, there is no effect on the lives of the people. Fifty years later, we cannot demonstrate that.
