On average this Government spends between Kshs.3 billion to Kshs.7 billion annually on famine relief. Why do you continue giving Kenyans famine relief? It is because their livelihoods have been destroyed by drought. Their animals have been destroyed and this is why we need an authority that can sit, plan and come up with research on the policies, programs, interventions and all those things. As we speak, as the Senator for Mandera, I am also the President of the Pastoralist Livestock Summit representing 14 counties."
