"content": "The only area that I have concern with is in the financial provisions in Clause 18 of the Bill; the establishment of the fund which is not clear. It simply says that “there shall be a fund known as the National Drought Emergency Fund.” It is important in this country that the type of funding must indicate what level of funding will be availed from the Government. When it comes to the Third Reading, I am going to bring proposals that this National Drought Emergency Fund shall receive a percentage of our national revenue. We cannot be given vague information. As I speak now, they have not had a billion shillings since they were set up and yet they are supposed to be dealing with the 24 counties that are affected. I want to encourage Members to think about it so that we provide a percentage of our national revenue. With those few remarks, I support."
