    "content": "Mr. Temporary Speaker, Sir, I rise to support this Bill. From the outset, I want to say that this evening, I am a very excited Senator. Since the first session in the morning, we have been handling Bills that have direct impact on the welfare of our counties. Sometimes, I get demoralised when we come to the House and spend three or four hours on some statements. Then, we spend another two hours on Motions and at the end of the day, we spend very little time on Bills. If you look at the Constitution, you will see that the role of the Senate is to legislate, oversight and protect counties.
