When you read about the conditional grant, it is to facilitate the leasing of equipment of Kshs4.5 billion. The next line reads that this grant is intended to facilitate the purchase of modern specialised equipment. The first statement is leasing of equipment while the second one is purchase of modern equipment. Which is which?"
