    "content": "Hon. Speaker, I am an old timer and should be given three minutes. I would like to speak about health. A week ago, a constituent of mine, an old man, fell down and broke his foot. He was taken to a hospital where he stayed for a week without treatment because he could not pay in advance. That is how we have degraded our health system. The National Assembly must take the health sector from the counties and assign it to the national Government to take care of hospitals from Level 2 and above."
