The second one that you are talking about is in the Memorandum and Objects of the Bill. So, it is not consequential to the legislation itself. The explanatory notes that you are referring to--- I am very sympathetic about the issues you are raising, but as a ranking Member, help me to understand how we are going to entertain a Floor amendment when the Standing Orders do not allow us to do so? That is a beautiful thing that should have come before the House on the Order Paper."
