If I had an opportunity, I would bring the HANSARD on the Division of Revenue Bill, 2014, in which we considered the exact issue that the Member for Suba is raising as to whether in the Division of Revenue Bill, to the extent that the Constitution requires a Memorandum annexed to it, the Memorandum is a legislative instrument that can be amended. There was a ruling that although the law requires it to be attached, in itself, it is not the instrument of legislation that is amenable to amendment or otherwise. Therefore, I rule you out of order."
