    "content": "That is a very valid issue and the Budget and Appropriations Committee needs to look into it. When you start oversight of a devolved function, who is supposed to be in charge? Is it the Members of the County Assemblies or the Members of Parliament, particularly if a condition has been given as to how the money is going to be used? Do we still leave it to the Members of the County Assemblies, or do we do it at this level to ensure that the conditions are met?"
