    "content": "You know outreach is done on assignment basis. It would be very expensive to have offices in every county. It will be wastage of resources of Kenya. We should be the last people to waste resources. There will be no point in, for example, having stations of auditors in Kericho or Bomet. It will be wasteful to hire officers. Auditing is done on an annual basis and this House must be efficient in the way we use resources. Even my good friend, the hon. Member for Wundanyi is a private auditor. He has clients all the way in Kericho, but he does not have a presence there. We use staff on assignment basis. So, I propose that this matter be left as it is in order for it to be dealt with administratively, so that the auditor decides that in the blank areas; we can have presence to cover a region. That way, we can use our resources properly. With those remarks, I beg to oppose the amendment."
